it's an orb exchanger npc.
4 u orbs and 4u gems = 1 norm orb
4 norm orbs and 4 norm gems = 1 L orb

3 x 3 is 9 when I went to school, but I dunno how math works now a days

Orb NPC has been updated it now includes Gems and each are seperate

3 orbs = 1 orbs of next level up
3 gems = 1 gem of next level up 3 x (U) = 1 Norm 3 x Norm = 1 (L)
and down grading is 1 orb or gem = 2 orbs or gems of next level down

it now charges you some money to do the exchange you will have to find out on your own as I cba explaining the details lol.
