Very hard to police. Only got the n00bs word on it i guess.

I believe any1 under a certain level cant be hit but they can attack you. The prob is that the lvl is ok 4 town 2 stop grief but out in a cave even level 70-80s will get battered by lvl 200s. (I know levels have changed but still gonna be a big gulf)
3) Noobs could start off at a 'tutorial ground' where they learn the basics of the game.
I think most ppl who will start as n00bs will have played other servers. The basics of mir arent hard 2 grasp. Likd u said it would take a lot of work. I dont think its needed.
4) Noob specific events (although, last time I did that, I got so many people crying to me ingame I wanted to shoot myself in the head).
n00b specific events are good if they are based on exp and n00b kit, if prices can include tele rings and transferable lvling tokens etc then ppl will get annoyed
